(a) The ACO shall determine the necessity for your CPSR dependant on, although not restricted to, the past performance in the contractor, and the quantity, complexity and greenback value of subcontracts. If a contractor’s profits to the Government (excluding competitively awarded business-set-rate and competitively awarded set-cost with economic
